IC設計族最新群近期表現強勢，昨（3）日由IC設計族群拉抬多方，今日仍延續強勢表現，盤中包含原相、聯詠、敦泰、立積、瑞昱等走揚，其中，立積漲逾4.9%。法人看好IC設計族群，主要在四區塊：一、在5G概念股方面，5G市場持續擴大，相關將有望在此情況下提升市占率而推升獲利。二、在NB產業方面，因為產業整體僅呈現持平狀況，故僅聚焦在連接器改朝換代的受惠股，TYPE C及快充將帶來CONTROLLER需求的提升。三、在手機產業方面，因全面屏手機滲透率持續提升，過去的設計必須更改，尤其在P SENSOR、TDDI及屏下指紋辨識IC等，皆需要新設計的新產品去替代。四、在MOSFET缺貨概念股方面，受惠國際大廠退出，且電子產品的單位用量持續限時商品購買折扣提升下，加上目前庫存水位仍處於歷團購熱門商品特惠活動史水位低點，預期MOSFET缺貨將持續。. } }); } 在今日盤面亮點股方面，立積受惠投信連兩日買超，今年第一季每股純益（EPS）虧損 0.送禮最新18元，由於營運面逐漸擺脫去年頹勢，在WiFi射頻前端模組競爭力提升、貿易戰轉單效應及下半年旺季加持下，近期股價走揚。展望後續，隨著FEM比重提升，毛利率提升至37.9%。成功打入多平台設計、多個產品，而手機、平板與車用Wi-Fi也打入多品牌。
一帶一路夢碎！親中總理下台 斯里蘭卡積欠15億美元國債難償還
引發政治危機的斯理蘭卡總理鬧雙胞亂局，在前總統拉賈帕克（Mahinda Rajapaksa）自請下台後，總統席瑞塞納（Maithripala Sirisena）重新任命遭解職的威克瑞米辛赫（Ranil Wickremesinghe）為總理，結束長達51天的憲政危機。
這場政治鬥爭，源自於10月26日時，現任總統席瑞塞納以「無法復甦經濟」為由，將政治理念不合的總理威克瑞米辛赫開除，並改任命親中派、因腐敗而下台的政治強人拉賈帕克薩為總理，隨即讓他在總統辦公室宣誓就職。但威克瑞米辛赫堅持拒絕下台，並召開記者會向全國人民表示，自己的政黨聯合國家黨（UNP）在國會擁有多數席，因此依然是合法總理，控訴席瑞塞納違法。
斯里蘭卡的政府，因為政治鬥爭而運作停擺，為了解決問題，席瑞塞納先是宣佈解散國會、提早至明年年初舉行大選，觀察家認為此舉是給予新總理時間整合議員支持，避免未來遭國會不信任投票拉下台。但根據斯里蘭卡2015年通過的新憲法，已經取消總統解職總理的權力，因此最終仍被最高法院裁定違憲，並頒布臨時禁制令，停止拉賈帕克及新內閣成員的職務。

除此之外，斯里蘭卡國會兩度通過對於拉賈帕克的不信任案，並在本月12日以壓倒性票數，通過對被解職總理威克瑞米辛赫的信任案，顯示出威克瑞米辛赫在議會享有多數支持。隨後，斯里蘭卡最高法院也在14日判決總統違憲，禁止拉賈帕克職行公務。
但不只斯里蘭卡內政停滯，許多國家也不承認拉賈帕克組閣的新政府，全球三大評級機構之一的「惠譽」，更以政局動盪和融資風險增加為由，將斯里蘭卡主權信評從B＋調降至B。

而政爭雖然暫時落幕，但值得繼續探討的是，中國在這次事件裡造成不小的影響，包括親中派的拉賈帕克被任命為總理後，隨即在推特PO出和中國駐斯里蘭卡大使程學源的合照，並在文中提到獲得中國國家主席習近平祝賀。
拉賈帕克在擔任斯里蘭卡總統期間，採取親中政策，導致國家背上沉重外債。根據中央銀行統計，去年斯里蘭卡積欠中國約30億美元債務，但經濟學家Nishan de Mel表示，實際債務可能高達50億美元，並且逐年增加中，今年5月斯里蘭卡甚至再從中國國家開發銀行中，貸款了10億美元以償還債務。
另外，拉賈帕克也引入中國「一帶一路」政策，於2010年與中國簽約興建「漢班托塔港」（Hambantota Port）的投資，因此積欠中國高達15億美元債務，而後新政府因為無力償還中國建造港口的費用，被迫將具戰略地位的漢班托塔港，租借給中國長達99年。此舉導致國內經濟困頓、人民不滿，反對陣營因而聯合起來示威，要求政府下台。
而面對中國不斷增加的影響力，專家建議，尚積欠中國鉅額外債的斯里蘭卡，可以效仿馬爾地夫模式，向印度、美國尋求幫助，藉以平衡中國影響力，度過國家經濟難關。
